Head of departments demerits as well as housepoints

Good afternoon
 
I have set Heads of Department at Cornwallis Academy to Curriculum leader + access to demerits to be able to view, alter and delete them.
 
I thought this would allow them to see demerits fully, however, when you go into curriculum and then departments leaderboard, as administrator I can see both housepoints and demerits, but the Heads of Department can only see the housepoints.
 
I want them to be able to see the demerit department leaderboard as well.  How do I do that?

Epraise 1 shows my Head of Science (who has access to demerits) and the demerits don’t show up
